What is the Ranch at Madison?The Ranch at Madison is a new, low-density residential development by Discovery Land Company. Founded in 1994, Discovery Land Company is a US-based real estate developer and operator of residential club communities with a world-renowned portfolio of domestic and international properties. Locally, Discovery developed the bespoke Hideaway and Madison Clubs in La Quinta. The Ranch at Madison will consist of approximately 85 homes surrounding a nine-hole short golf course, organic farm, trails, and other HOA amenities on 174 acres.

How will The Ranch at Madison fit in the local community?All Discovery Land Company developments are carefully crafted and mindful of key values, including marrying a project’s success to creating positive impacts on local communities, building relationships and partnerships, focusing on sustainability, respecting people, places and culture, and doing the right thing. With respect to the Ranch, the project will express these values in two key ways: 1) Project Vision and Design. Fundamental tenets of the Vista Santa Rosa community plan will be integrated into the project features, including a very low residential density family environment, ample open space, while maintaining its rural character and agricultural legacy with the project entry and design of the Monroe Street landscape and equestrian pathway. 2) Community Engagement. The Discovery Land Company team has been working with East Valley community stakeholders over the past year to assess and understand local needs. A community benefits program is being established through a collaborative process with the 4th District Supervisor’s office. These benefits are envisioned to include capital contributions to local park, recreation, and affordable housing initiatives, and collaboration regarding solutions to emerging energy challenges associated with the Imperial Irrigation District’s power grid system.

What are the existing and proposed General Plan Designations and Zoning classifications of the property?The existing and proposed classifications are as follows: Existing General Plan Foundation Designations: LINK TO EXHIBIT This site’s existing General Plan Designations are “Rural Community – Low Density Residential” (approx. 97 acres), and “Agriculture” (approx. 77 acres). Proposed General Plan Foundation Designations: LINK TO EXHIBIT The proposed Foundation Component Amendment (proposed Project) would amend the General Plan designations to Low Density Residential, Medium Density Residential, and Open Space‐Recreation to be consistent with the proposed Specific Plan planned for the entire site (approx. 174 acres). What is the proposed development timeline of the property?The applicant is preparing applications for submittal and processing by the County of Riverside. The anticipated schedule is: - Submittal of entitlement documents – Year end 2024 - Public hearings – Year end 2025/Early 2026 - Commence development – Spring 2027

What impact might the project make on local traffic?Development of the property will result in home densities that are half the number of homes that could be built under the existing General Plan Designations and Zoning Classifications. The community is private and will not host large public events. Specifics associated with traffic and transportation will be studied, as part of the entitlement process.

What are the water use characteristics of the development?The land has been farmed for many decades, using groundwater and All American Canal (Colorado River water) sources. Historic water use will be repurposed for development. The new development will be within the “MAWA” – Maximum Applied Water Allowance,” and will conform to the stringent water conservation standards of CVWD’s Ordinance 1302. The project will use non-potable water sources, such as Canal water to the greatest extent possible for outdoor water needs. Water use will be studied, as part of the entitlement process.
